Nowadays, All-in-one PC ussualy marketed with an embeded WLAN module 802.11 b/g/n or 802.11 a/b/g/n/ac, therefore pursuant to Circular 42/2016/TT-BTTTT of MIC Vietnam - Regulations on list of radio, wireless, telecommunication devices and information technologies equipment (ITE) subjected to Type Approval and Declaration of Conformity certification, All-in-one personal computer (with WLAN module) is subjected to both Vietnam Type Approval and Declaration of Conformity (DoC) certification. Meanwhile LAN Desktop personal computer is subjected to MIC Declaration of Conformity certification only. ICT Mark (ICT Logo) has to be put on desktop computer before entering Vietnam market.

1. Applicable regulations

Depends on wireless specifications, All-in-one PC shall be regulated by according Vietnam national technical regulations in Circular 42/2016/TT-BTTTT of MIC Vietnam or latest Circular of MIC Vietnam in effect, replaced Circular 42/2016/TT-BTTTTT.

Technical requirements for wireless All-in-one PC:

(1) QCVN 54:2011/BTTTT (EN 300 328) (Wifi 802.11 b/g/n 2.4GHz);

(2) QCVN 65:2013/BTTTT (EN 301 893) (Wifi 802.11 a/b/g/n/ac 2.4GHz and 5GHz);

(3) QCVN 18:2014/BTTTT (EN 301 489-1) (EMC);

(4) TCVN 7189:2009 (CISPR 22 / EN 55022) (required for DoC).

Technical regulations required in additional after July 01, 2018 (regulated by Circular 18/2017/TT-BTTTT): QCVN 112:2017/BTTTT (EN 301 489-17).

Technical requirements for LAN Desktop personal computer:

LAN Desktop PC (non-RF) is subjected to Declartion of Conformity certification only according to TCVN 7189:2009 (equivalent to CISPR 22 / EN 55022)

Pursuant to Document 886/BTTTT-KHCN - Official guidance for implementation of Circular 42/2016/TT-BTTTT issued by MIC Vietnam, EN 55032 or CISPR 32 report issued by test laboratory recognized by MIC Vietnam under MRA is also valid for SDoC certification for both wireless All-in-one PC and LAN PC.

Technical requirements for LAN Desktop personal computer:

LAN Desktop PC (non-RF) is subjected to Declartion of Conformity certification only according to TCVN 7189:2009 (equivalent to CISPR 22 / EN 55022)

Pursuant to Document 886/BTTTT-KHCN - Official guidance for implementation of Circular 42/2016/TT-BTTTT issued by MIC Vietnam, EN 55032 or CISPR 32 report issued by test laboratory recognized by MIC Vietnam under MRA is also valid for SDoC certification for both wireless All-in-one PC and LAN PC.

2. Type Approval certification procedures and requirements (for wireless All-in-one PC)

Required documents to apply for Type Approval as follows:

(1) Type approval application form;

(2) A copy of Vietnam business license of applicant;

(3) Product specifications sheet or product data sheet;

(4) Product photos;

(5) Eligible test reports issued by local laboratories or oversea laboratories recognized by MIC Vietnam under MRA.

A Verification and Certification Center of Viet Nam Telecommunications Authority (VNTA) shall review the application dossier and issue Type Approval certificate within 2 weeks if the application complies with MIC Vietnam and VNTA regulations.

3.   Type Approval Certification Authorities

Depends on registered address of local certificate holder, application documents must be submitted to one of the following address:

(1) The Verification and Certification Center 1 of VNTA located in Hanoi: for applicants having registered address in the North of Vietnam;

(2) The Verification and Certification Center 2 of VNTA located in HCMC: for applicants having registered address in the South of Vietnam;

(3) The Verification and Certification Center 1 of VNTA located in Da Nang: for applicants having registered address in the Middle of Vietnam.

4. Declaration of Conformity process for both wireless All-in-one PC and LAN Desktop

After obtaining Type Approval certificate for desktop computer, applicant has to prepare a Declaration of Conformity dossier and apply again to VNTA for DoC.

Required documents for Declaration of Conformity as follows:

(1) Declaration of Conformity form;

(2) A copy of type approval certificate (wireless All-in-one PC);

(3) Product specifications sheet or product data sheet;

(4) A copy of Business license of applicant;

(5) TCVN 7189:2009 report or equivalent report issued by test lab recognized by MIC Vietnam under MRA;

(6) ICT Mark of applicant.
