New Model Certification for Wireless Access Points in Vietnam

Due to the radio interface and possible harmful interference to other products, according to the MIC's Wireless Access Point 42/2016/TT-BTTTT notice, it will be subject to MIC model certification and conformity statements. Importers must also obtain import licenses from the Vietnam Telecommunications Authority (VNTA) for customs clearance.

1. Applicable regulations for wireless access points.

Depending on the specifications of the radio frequency interface (working frequency band and maximum EIRP power per frequency band) national technical regulations applicable to the wireless access point will be managed by MIC Vietnam's 42/2016/TT-BTTTT regulations, and may be due to model number It's different.

(1) If the maximum EIRP power in the 2.4 GHz band does not exceed 20 dBm (100 mW), the applicable technology for this band is QCVN 54:2011 / BTTTT (RF) and QCVN 18:2014 / BTTTT (EMC).

(2) If the maximum EIRP power in the 2.4 GHz band exceeds 20 dBm (100 mW) but does not exceed 23 dBm (200 mW), the technical specifications applicable to this band are QCVN 47:2015 / BTTTT (RF) and QCVN 18: 2014 / BTTTT (EMC).

(3) If the maximum EIRP power in the 2.4 GHz band exceeds 23 dBm (200 mW), the product will not be allowed to enter the Vietnamese market.

(4) As of July 1, 2018, QCVN 18:2014 / BTTTT will be replaced by QCVN 112:2017 / BTTTT. This provision applies to wireless access points.

The operating frequency band, maximum output power and other operating conditions of the wireless access point must comply with MIC Vietnam's 42/2016/TT-BTTTT Appendix 10.

2. Type authentication certification procedures and requirements for wireless access points:

The documents required for applying for a type approval certificate are as follows:

(1) Type approval application form;

(2) Copy of the local business applicant's Vietnam business license;

(3) Product specification sheet or product data sheet;

(4) Qualified test reports (appropriate scope) issued by local laboratories or overseas laboratories accredited by MIC Vietnam.

If the application complies with MIC Vietnam and VNTA regulations, the verification and certification center of the Vietnam Telecom Authority (VNTA) shall review the application file and issue a type approval certificate within 2 weeks.

3. Certificate Authority

Depending on the registered address of the local certificate holder, the application file must be submitted to one of the following addresses:

(1) The VNTA Verification and Certification Center 1 is located in Hanoi: the applicant has registered in Northern Vietnam;

(2) VNTA's verification and certification center 2 is located in Ho Chi Minh City: applicants registered in southern Vietnam;

(3) VNTA Verification and Certification Center in Da Nang: Applicants register in central Vietnam.

4. Declaration of Conformity and VNTA Import License Process

After obtaining the type approval certificate of the wireless access point, the applicant must prepare a declaration of conformity file and apply again for VNTA for DoC.

The required documents for the declaration of conformity are as follows:

(1) Declaration of Conformity form;

(2) A copy of the product type approval certificate;

(3) Product specification sheet or product data sheet;

(4) A copy of the applicant's business license;

(5) The applicant's ICT logo (TA mandatory ICT logo with "NAME" and "CODE").
