India WPC Published Guidelines Of Importing Wireless Equipment

On July 6, 2022, the Guidelines in regard to Import licensing requirement from WPC Wing for import of wireless equipment is issued from Wireless Planning and Coordination (WPC) Wing, Department of Telecommunications (DoT). It is required to obtain the import license for importing wireless equipment from WPC. The Key point of published Guidelines is to introduce the exemptions and relaxations, please find overview of different approval modes as below.
1. ETA under Self Declaration (SD-ETA) - subject to “FREE” category of DGFT Import Policy;
2. Scrutiny based ETA - subject to “Restricted” category of DGFT Import Policy;
3. Exemption from ETA of certain product - RF devices operating in the notified license exempted frequency bands and to be used for testing, prototype, pre-launching purposes have been exempted from the requirement of ETA;
4. License-band RF device - Dealer Possession License (DPL) and import license from the concerned Regional Licensing Office (RLO) is required;
5. Relaxation provided to Original Equipment Manufacturer (OEM) of Telecom Equipment –Original equipment manufacturers of telecom equipment in Domestic Tariff Area have been allowed to import telecom equipment without an import license from WPC Wing. However, such importer has to submit an undertaking to the Customs Authorities in the prescribed format;
6. Simplification of procedure of import by Telecom Service Providers (TSPs) - can be made on self-declaration basis;
7. No Import License is required for standalone Antenna and other RF accessories.
