Brazil Sent A Letter Further Explaining EMC Testing Requirements

The Brazilian Telecommunications Authority (ANATEL) sent an official letter to its licensing agencies (OCDs), in which it further clarified the EMC test requirements for restricted radiation equipment in Act 6506/2018.

The following is a supplementary explanation of the EMC testing process in this letter:

1. The update procedure has been modified: Article 4 of the letter states that ANATEL exempts the EMC test of radiation emission and radiation immunity of certified products when the certificate is updated. That is to say, when updating certificates for Class I and Class II devices installed in the end-user environment, only security testing is required, and no additional EMC-related testing is required (the same as the previous Act ACT 6506/2018).

2. According to the understanding of Brazilian certification bodies and laboratories, the radio frequency radiation immunity (IEC 61000-4-3) of WIFI products does not need to consider all the working conditions of WIFI, but only the state of WIFI under the most complex modulation and the maximum bandwidth/speed in each frequency band. For the manufacturer, this will reduce the test workload, and help to further reduce the overall cost of testing.

The Brazilian government requires mandatory ANATEL certification for three types of telecommunication equipment

Type I: Terminal devices connected to fixed switched telephone service (FSTS) networks through endpoints; devices connected to the FSTS network by private telecommunications networks; devices connected to the FSTS network for the purpose of providing value-added services.

Type II: Any equipment using radio that is not covered by Type I, such as low-voltage devices, unauthorized devices and antennas.

Type III: Any equipment not covered by Type I or II that is controlled by the rules and regulations of ANATEL.
