On January 22, 2022, the Bureau of Standards, Metrology and Inspection (BSMI) in Taiwan issued an amendment to the "Relevant Inspection Regulations for the Inspection of Electric Pencil Sharpeners and other 21 Commodities". This regulation shows that BSMI will adopt the latest version of electrical safety specifications, electromagnetic compatibility and related inspection standards CNS 15598-1 (safety) and CNS 15936 (EMC).
The amendment to the inspection standard will be implemented from the date of announcement, and the previous inspection standard will cease to be applicable from January 1, 2024.
From the announcement date, below are the processing methods for type approval and verification registration:
1.Those who have obtained the certificate: The commodity type approval or verification registration certificate obtained according to the inspection standard before the revision can be used until the expiration of its validity period. If the main type has not changed, the original inspection regulations can still be used within the validity period of the certificate for listing the series models or approvals.
2.Certificate extension: The product type approval or verification registration certificate obtained according to the inspection standard before the revision, and those who meet the extension requirements stipulated in the "Administrative Measures for Commodity Type Approval" or "Product Verification Registration Measures", the cert extension is possible to be applied based on the original inspection regulations before December 31, 2023. If applying by the original inspection requirements, the extended certificate is valid for 3 years and can be used until its validity period expires; those who apply for extension after January 1, 2024 should provide the test report and technical documents that meets the revised inspection standards and technical documents.
3.New applicants:
Before December 31, 2023, the certificate obtained according to the inspection standard before the revision, the certificate is valid for 3 years from the issued date and can be used until the expiration of the validity period. The certificate obtained according to the inspection standard after the revision, the certificate is valid for 3 years from the date of issuance. Applicants who apply after January 1, 2024 should provide the test reports and technical documents that meet the revised inspection standards, and the validity period of the certificate is 3 years from the date of issuance.
