ISED Releases RSS-102.SAR.MEAS Issue 2: Latest Updates on SAR Testing Requirements

Innovation, Science and Economic Development Canada (ISED) has officially released RSS-102.SAR.MEAS Issue 2, introducing multiple updates and clarifications on the measurement methods and requirements for Time-Averaged Specific Absorption Rate (TAS) and Time-Averaged Absorbed Power Density (TA-APD). The updates apply to various wireless devices and application scenarios, including WLANs, WWANs, Non-Terrestrial Networks (NTNs), and Bluetooth devices, providing clearer guidance for product testing and compliance.
Key Changes
1. Time-Averaged SAR (TAS)
New requirements and clarifications for algorithm approvals and final product implementations, applicable to WWANs, WLANs, NTNs, and Bluetooth devices.
2. Time-Averaged Absorbed Power Density (TA-APD)
New requirement for WLAN devices operating in the 5925–7125 MHz band.
3. Measurement Systems
TAS measurements may now be performed using an array class 2 fast SAR system compliant with IEC/IEEE 62209-1528 and IEC 62209-3.
4. Foldable Devices
Clarified the test procedure for foldable devices and introduced new TAS requirements for foldable devices and devices with spatially separated antennas.
5. Multiple Applications
New requirements for multiple TAS applications.
6. Motion Sensors
New guidance for TAS motion sensor usage.
7. Devices with Protrusions
Introduction of a new test method for devices with protrusions.
8. Editorial Updates
Editorial changes and clarifications throughout the document for consistency.
Transition Period
RSS-102.SAR.MEAS Issue 2 is effective as of the publication date on ISED’s official website. A 6-month transition period is granted, during which compliance with either Issue 1 or Issue 2 will be accepted. After this transition period:
l Only certification applications under Issue 2 will be accepted.
l Equipment manufactured, imported, distributed, leased, offered for sale, or sold in Canada must comply with RSS-102.SAR.MEAS Issue 2.
The release of RSS-102.SAR.MEAS Issue 2 further refines the testing framework for TAS and TA-APD, offering clearer compliance guidance for new device categories such as foldable terminals, multi-antenna products, and high-frequency WLAN devices. Companies should stay informed of ISED’s regulatory updates to ensure their product design and testing meet the latest compliance requirements.
