Release Date: September 14, 2025                                                                                                                                                                                                                                                  Document No.: Newsletter_200509006

Innovation, Science and Economic Development Canada (ISED) has officially released RSS-102.IPD.MEAS Issue 2, the measurement procedure for assessing Incident Power Density (IPD) compliance under RSS-102. This document replaces RSS-102.IPD.MEAS Issue 1, dated December 15, 2023, and introduces several important updates expanding the scope and refining compliance methods.

Key Changes

1.      Extended Frequency Range: New requirements covering all portable devices operating in the 6 GHz to 300 GHzfrequency band.

2.      Updated References: References updated from IEC TR 63170 to IEC/IEEE 63195-1.

3.      Hand Exposure During Voice Calls: New requirements for assessing hand exposure during a voice call.

4.      Time-Averaged IPD: Introduction of preliminary guidance for time-averaged incident power density assessment.

5.      Editorial Updates: Editorial changes and clarifications made throughout the document.

Transition Period

RSS-102.IPD.MEAS Issue 2 is effective as of the publication date on ISED’s official website. A 6-month transition period is granted, during which compliance with the IPD provisions in either Issue 1 or Issue 2 will be accepted. After this period:

l   Only certification applications under Issue 2 will be accepted.

l   Equipment manufactured, imported, distributed, leased, offered for sale, or sold in Canada must comply with RSS-102.IPD.MEAS Issue 2

The release of RSS-102.IPD.MEAS Issue 2 enhances the compliance framework for IPD testing, particularly extending requirements to higher frequency ranges and new usage scenarios such as hand exposure during voice calls. Companies should review the updated procedures to ensure their products meet the latest Canadian regulatory requirements.
