MIC Vietnam to replace 30/2011/TT-BTTTT Draft Circular

MIC Vietnam has officially released draft of Circular to regulate Conformity certification and Declaration of Conformity which shall replace Circular 30/2011/TT-BTTTT from 2020.

Most of the new features of this draft version has been revealed in a meeting held by the VNTA.

New key features:

1. MIC shall grant type approval certificate for oversea manufacturer directly (beside certification under authorized local representative of oversea manufacturer which has been allowed since Jan 01, 2019)

2. Oversea manufacturer and authorized local representative of oversea manufacturer are allowed to signed self-assessment declaration of conformity which is needed for importation.

3. Conformity certification organizations under other ministries, private and foreign conformity certification organizations are now allowed to involve in certification activities for products under management scope of MIC Vietnam. Certain conditions shall be required.

4. New certification methods has been officially introduce, which now includes three methods:

    Certification method 1: Certification based on typical sample testing

    Certification method 5: Certification based on typical sample testing combined with factory inspection

    Certification method 7: Consignment approval (per-lot approval)

5. Type Approval certificate (under method 1 and method 5) is proposed to have 3-year validity.

6. Amend few other contents to make this Circular to be in line with Decree 74/2018/ND-CP and Circular 05/2018/TT-BTTTT.
