Summary Of Updated Regulations From India BIS And TEC

Recently Bureau of Indian Standards (BIS) and Telecommunication Engineering Centre (TEC) released few updated notifications. Please find below summarized overview.
1. On 19 December 2022, BIS issued the “Guidelines for implementation of Parallel Testing”, which enable parallel testing of electronic products covered under the Compulsory Registration Scheme (CRS) of BIS, note that these guidelines are voluntary at the time being. The main idea of guidelines as below:
a. All the components which require Registration under CRS can be sent for testing in parallel at any of BIS labs /BIS recognized labs.
b. Under parallel testing, the lab will test each component and end product; the test reports will be issued accordingly.
2. On 15 December 2022, TEC issued the notification regarding exemption pertaining to parameters of Media Gateway under MTCTE. Following Parameters per Essential Requirements (TEC66492203) – “DTMF Parameters Set-A”; “GCP Connection Model”; “RTP Parameters RFC 3550 Set-B”; “SCTP Parameters Set-A”; “UDP Parameters” are under exemption until 30 June 2023 or till further notice.
3. On 5 December 2022, TEC also confirmed the exemption pertaining to parameters of Radio Broadcast Receiver (RBR) under MTCTE. Following Parameters per Essential Requirements (TEC50012202) – “Frequency of operation for RBR”; “Radio Conformance for RBR”; “GPS”; “NavIC” are under exemption until 30 June 2023 or till further notice.
Note that the Media Gateway and RBR are under phase 4 of MTCTE, which’s mandatory certification date is 1 July 2023.
