MIC Vietnam Management Imported Products
According to Decree No. 74/2018 / ND-CP of May 15, 2018 and Decree No. 132/2008 / ND-CP issued by the government on December 31, 2008, goods and equipment are listed in Appendix I and Appendix II. in. The Information and Communication Department's 04/2018 / TT-BTTTT Circular (or any circular that will replace the 04/2018 / TT-BTTTT Circular) proposes that the "Imported Product Quality Inspection" process must be registered.
1. Typical equipment on the list of imported goods quality inspection equipment includes:
1. Radio transmitters and transceivers:
(1) WLAN devices, such as WLAN routers/gateways/access points/laptops/tablets, etc.;
(2) 2G / 3G / 4G terminals, such as mobile phones, tablets, GPS trackers, 4G routers, etc.;
(3) VHF / MF / HF / UHF radios, such as radio and telephone used in maritime, aviation, petroleum;
(4) Marine equipment such as EPIRB, AIS, GMDSS, radar, Immasart, Ku-band/C-band VSAT transmitters;
(5) Short-range devices such as RFID readers, NFC, smart home and IoT applications.
2. Group Information Technology Equipment:
Information technology equipment includes desktop computers, mainframes, switches, routers, firewalls, gateways, and lithium batteries.
3. Other equipment:
(Please refer to the Information and Communication Department 04/2018 / TT-BTTTT Circular).
2. Imported product quality inspection registration file
According to the government's Decree No. 74/2018 / ND-CP of May 15, 2015, the documents for the registration of quality inspection of imported products are as follows:
(1) Imported product quality inspection registration form;
(2) Customs declaration;
(3) Air waybill / bill of lading;
(4) packing list;
(5) Commercial invoices;
(6) commercial contract / purchase order;
(7) A snapshot of the product label or a short description of the goods;
(8) Certificate of Conformity (Type Declaration of Product for Wireless Products listed in Appendix I of the 04/2011 / TT-BTTTT Circular) Declaration of Conformity for Products listed in Appendix II).
In addition, you can submit the following files (optional):
(1) Free Sales Certificate (CFS) (if applicable);
(2) Certificates or test results (if any) of the exporting country;
(3) List of goods (if any) (used when there are multiple models in the goods).
If the importer has not obtained a type approval certificate/conformity statement, VNTA should still sign and stamp to confirm the “Import Product Quality Inspection Registration Form” so that the importer can still use it for customs clearance. After obtaining the product, the importer must process the local test within 15 days after the customs clearance date and obtain a certificate submitted to VNTA.
