EU Releases 5G Spectrum Strategy

European Commission Radio Spectrum Policy Group (RSPG) on 10th November released the European 5G spectrum strategy, to determine the initial deployment of 5G spectrum. RSPG is the EU's Senior Advisor to the Radio Spectrum Policy and is responsible for providing the spectrum strategy perspective, recommendations and research reports from the strategic level to the European Commission.

In order to facilitate large-scale commercial use of the 5G system in Europe in 2020, the European Commission requested RSPG to study the 5G spectrum strategy. RSPG to develop a 5G spectrum strategy draft on June 8, 2016, within the European Union for public comment, and after the end of comments on July 31, 2016, after three months of research and consultation, on November 10, 2016 RSPG officially released of the EU 5G spectrum strategy, including:

·3400-3800MHz frequency band is the main frequency band of 5G deployment before 2020 in Europe, the bandwidth of continuous 400MHz is advantageous to the European Union in the global 5G deployment takes the initiative.

·1GHz band below, especially 700MHz will be used for 5G wide coverage

·The band above 24GHz is the potential band in Europe 5G, RSPG will be based on the frequency band of the existing business and frequency of 24GHz frequency band to develop a timetable.

·It is recommended that the band 24.25-27.5GHz be the European 5G band and recommend that the EU determine the conditions of use of this band by 2020. It is recommended that the EU member states ensure that a portion of the 24.25-27.5GHz band can be used to meet 5G market demand by 2020.

·The RSPG will study the protection of existing satellite earth exploration services, fixed-satellite services, inter-satellite links, and passive services in the 24.25-27.5 GHz band.

·31.8-33.4GHz is also a potential 5G band for Europe, RSPG will continue to study the applicability of this band, at this stage, it is recommended to avoid the migration of other services to this band to ensure that this band will be easily planned for 5G in the future.

·40.5-43.5GHz can be used for 5G system in the long term, at this stage, it is recommended to avoid the migration of other services to this band to ensure that this band will be easily planned for 5G in the future.

RSPG will develop relevant technical and regulatory measures to ensure the use of 5G system.

The RSPG will study the spectrum planning of IOT and ITS.

The United States and the European Union have released 5G spectrum plan, will accelerate the global 5G R&D industrialization process, exacerbate the 5G standard and international competition in the industry, and will accelerate the national 5G spectrum planning process.
