Philippines: Gradually Shut Down 2G and 3G Mobile Networks
In September 2025, the National Telecommunications Commission (NTC) of the Philippines released Memorandum Circular No. 003-09-2025 — Decommissioning of Third Generation (3G) and Second Generation (2G) Mobile Network Services.
According to the circular, all public telecommunication entities offering 3G services must implement a phased shutdown by area, with a full nationwide shutdown to be completed by December 31, 2026.
The phase-out of 2G services will follow a different timeline, as some remote areas still rely on it for basic communication. The NTC is reviewing recommendations from regional agencies to ensure continued connectivity in these areas.
Additionally, the NTC will issue separate guidelines addressing the phase-out of devices and equipment that support 2G and 3G, to help consumers and businesses transition smoothly to newer technologies.
